Adobe Director (previously Macromedia's Director) is similer to Flash in that you can make interactive multimdia animations, games, DVD's, CD's, disc menu systems, as well as stand alone applications at a kiosk. Director comes with "Lingo" a scripting language and the entire authoring platform is designed to follow a "movie making" like layout. This includes things like a "stage," a "timeline," and other metaphors for how it works. It can be used to create animation or interactive shockwave files, which can be inserted like a picture into a web page. This interactive animation authoring program is nothing short of TOTALLY AWESOME, and not suprisingly typically has a price to match. But an individual could design, make and burn to CD/DVD his or her own game to be sold as a stand along application to run on any PC, and subsequently sell it on amazon, ebay, or direct all without having the kind of code crunching backgrownd other programers have.
