Adobe's After Effects is a post-production video and image compositing system. Although it can be used as a basic level video editor, it would be more like a very very light version of Adobe Premiere Light. But is used primarily to create motion graphics and visual effects. Much of these things can be done in Premiere or in conjuncion with Photoshop or Illustrator, but After Effects can automate many of the more routine aspects of post production to get your final result out whether on DVD/CD/VCD or to file for web or DVD-ROM/CD-ROM distributed applications. Automating these aspects of post production can reduce the dangers of too much creative control, if you were to do so from scratch within Premiere for example (or any other digital video editor).
