Adobe Dreamweaver (previously Macromedia's) is the premiere nuts and bolts web page development program and is in direct competition to Microsoft's Frontpage (which has progressively evolved toward looking, feeling, and functioning like Dreamweaver since it's inception). Dreamweaver is my choice, in fact I often use an old outdated version as the prefered tool because it's just so easy to use, whether creating html, php, Dhtml, CSS, or applying javascript.
It's the tool of choice! Microsoft's Frontpage creates lots of mysterious confusing unnecessary code within web documents it creates, which actually makes learning more difficult. If you intend to go down the path of learning web development, this application is the place to start learning about html, css, Dhtml, and followed by how to apply javascript or how to create php/mysql applicatoins. Literally in that order. In fact you might consider starting with raster graphics (photoshop or fireworks) and vector graphics (freehand or Illustrator) before Dreamweaver.
An older version of this program is best for learning html and css. Don't spend money today to pay for something that could take you years to learn how to use. Instead buy the oldest version you can. By the time you can use the newest version, the price will be better. You can actually start learning how to use this program at the same time you start learning html, the only extras include learning to create a simple site with ftp information and a folder.
