Frames are a non-SEO friendly means of partitioning a web page into separate parts, where each part could be a separate wep page source file, which can change independent of the other parts. Search engines reportedly don't like this. However, if the content enclosed within frames doesnt need to be SEO'd, SEO friendly, then this doesnt matter. For example, if you post a tutorial, specifically for the class you are teaching, this doesnt matter the least. The students know where to go to find the tutorials, because you tell them where to go. And simply searching for the title, teacher's name, school, class number, course number results in the page coming up at the top of the search results anyway because the information the searcher (student) has is so specific.
This is largely a problem for web sites which are having difficulty getting good search result rankings for vague public queries about the content of their site. But for an established web presence with a history of high rankings, this is unlikely to be a problem. If your website is mcdonalds.com and the site is for the fast food resturant, this is not a problem, because people aren't searching for burgers, buns, and condiments while hoping to find mcdonalds.com. For that case, everyone already knows if you want to find mcdonalds on line, just search for "mcdonalds," and it will come up at the top of the results. Likewise when this site was first created, anyone could search for techselfhelp.com and it would come up at the top of the search results. When that actually happened, the search was done by someone who already knows where he or she is going. It was when someone searched for tech support that this site would show up after 700 other tech support businesses, then frames may have been a minor contributing problem.
So for a web site for you, or your family, or for an audience directed to your site as a resource, frames represent no problem at all. And there are many useful features of frames, especially for those web site creators who's only well understood subject is html and dont know how to create database driven web sites, frames are great and surprisingly easy to use! This site originally was built around a frames structure that pervaded every page. But as I hope to learn more about PHP/MySQL, I intend to move this site in that direction more and more, learning by doing.
Also learning about frames helps to learn more about the nature and hidden structure of html. It is for this reason, especially, I recommend everyone learn how to create and use frames.
